Germany plans to strengthen civil defense

In light of the changing security situation in Europe, Germany is preparing for a comprehensive reorganization in the field of civil defense. Federal Minister of the Interior Nancy Faeser stated to the German Press Agency that substantial investments in modern warning systems, helicopters, and other critical equipment are imperative. According to experts, the expenditures, which amount to billions, will also serve the protection of infrastructure as well as crisis supply. Stemming from the recent Russian aggression in Ukraine, Faeser sees a drastic change in the threat situation, which affects not only the Eastern EU and NATO states but also Germany through cyber attacks and disinformation. This results in a necessary strengthening of civil protection parallel to military defense. In this context, a secret operation plan is being developed, which, involving various ministries such as the Ministry of Health and the Ministry of Transport, is intended to address the logistical challenges in case of crisis. The Federal Office for Civil Protection and Disaster Assistance, the Technical Relief Agency, and aid organizations are currently evaluating their capabilities as part of the new operation plan. The strategy draft includes logistical support for the supply of fuel and provisions. Furthermore, the Bundeswehr plans to establish six homeland defense regiments by 2027, which, in the event of a crisis, are to protect critical infrastructures together with the police. However, one of the challenges is to adequately prepare the civilian population for potential future risks. The increasing awareness of risks, spurred by recent events such as the pandemic, floods, and international conflicts, however, could be an indication of a heightened readiness of society for self-protection. To strengthen resilience, Faeser considers the introduction of the topic of civil protection in schools to be sensible. Current investments also include measures to ensure water supply and the promotion of siren networks by the federal government. The current challenges still include the lack of safety shelters, for which BBK President Ralph Tiesler states a new concept is being worked on.
