In recent days, Russia has withdrawn at least 400 soldiers from the region around Damascus. This occurred in coordination with the significant rebel faction that once overthrew the regime of Bashar al-Assad, according to a group representative. These soldiers were previously stationed at the notorious headquarters of the Syrian army's Fourth Division in Qudsayya, a suburb of the capital. The withdrawal of Russian troops, which had previously supported Syrian President Assad, indicates a reduction of the Russian presence in war-torn Syria. It is still unclear how future cooperation between Moscow and the rebels of Hayat Tahrir al-Sham (HTS) will unfold. However, recent efforts to coordinate a safe withdrawal of the soldiers suggest initial signs of collaboration. At the de facto headquarters of the rebels, the Four Seasons Hotel in Damascus, Russian military envoys met with HTS representatives this week to negotiate the safe withdrawal of the convoy. A convoy of about 100 military vehicles, including armored vehicles and mobile medical units, was recently seen leaving the region. While the Russian Foreign Ministry stated that the work of the embassy in Damascus will continue, recent evacuations of personnel suggest that a reduction in diplomatic activities might be forthcoming. On a political level, Russia seems intent on maintaining strategic military bases like Hmeimim and the naval port of Tartus, which are essential logistical hubs for activities in the Mediterranean region. The political upheaval in Damascus and the evolving talks between the new regime and Russia provide room for speculation about the future of the Russian presence. Initial signs of willingness from both sides to work together on the country's reconstruction could be indicative here.
