In an official statement, Josep Borrell, the EU's High Representative for Foreign Affairs, expressed his profound horror at the tragic death of civilians in the Gaza Strip who waited in vain for humanitarian assistance. "The thought that people in their desperate situation are confronted with the denial of essential food aid is inexcusable," Borrell emphasized. He characterized the incidents as a serious breach of international humanitarian law. The shocking events also elicited a response from Emmanuel Macron, the President of France. Macron expressed his horror at the conditions in Gaza and, in particular, the actions that are supposed to have been directed against civilians. However, Borrell refrained from directly accusing the Israeli military, which according to a spokesperson did not carry out any attack on the convoy. The incident, which alarmed the health authorities in the Hamas-governed Gaza Strip, resulted in over a hundred deaths and caused hundreds of injuries, according to their reports. Riad Mansur, the Palestinian UN ambassador, even spoke of a deliberate killing by Israel. Given the difficult situation and complex conflict dynamics, Stephane Dujarric, the spokesperson for UN Secretary-General António Guterres, urged caution in assessing the incident. Dujarric pointed to the differing accounts of the events and emphasized that many facts were still not definitively clarified. The international community is thus faced once more with the complicated task of separating truth from narratives and taking effective measures to prevent such disasters in the future.
