Federal Government reviews alternatives to expropriation of Rosneft at PCK Refinery in Brandenburg – Search for solutions.

The Federal Government is looking for solutions other than possible expropriation to exert its influence on the Brandenburg oil refinery PCK, where Rosneft Deutschland is the majority owner. According to a report by "Handelsblatt," there are concerns within the Federal Chancellery and the Federal Ministry of Finance about expropriation, due to fears of Russian retaliatory measures and high compensation claims. Government circles confirm a meeting with representatives of the Russian side, where a temporary suspension of nationalization and a waiver of lawsuits were discussed. This would buy the Russians time to find a buyer for Rosneft Deutschland, the newspaper reported.

The Federal Ministry for Economic Affairs is currently reviewing whether to expropriate Rosneft's shares in the PCK, Miro, and Bayernoil refineries. The background is the renunciation of Russian oil due to the Ukraine war, in order to ensure the supply of fuels. The trusteeship administration over the Rosneft subsidiaries expires on March 10th, and an extension is being discussed. The ministry warns of potential supply shortages in the east and south of Germany if the PCK refinery fails. A long-term solution is being sought and a hearing has been initiated.

In the event of a failure at the Brandenburg PCK refinery, where Rosneft is the majority owner, 300,000 tons of diesel and heating oil would be missing each month in Berlin and Brandenburg. An additional 210,000 tons would be lost in the event of a failure of Rosneft's shares in the Miro and Bayernoil refineries. Short-term procurement and transportation of these quantities would be impossible, which could lead to supply shortages. Without government intervention, an impairment of the operations of Rosneft Germany and its affiliated refineries would be expected.

The Brandenburg Ministry of Economic Affairs considers not only expropriation but also other solutions conceivable. It is possible that Rosneft itself might be interested in selling its shares. However, a long-term solution is sought. The hearing period ends on (tomorrow) Friday, and a decision on a possible expropriation is imminent.
