Espionage Scandal in Serbia: NoviSpy Under Scrutiny

A report by Amnesty International raises serious allegations against Serbian authorities: They are said to have installed self-developed spyware on the mobile phones of numerous journalists and activists. The findings, based on digital forensic analysis and testimonies from those affected, cast a worrying light on the actions of the Serbian government. In some cases, the authorities used software from the Israeli company Cellebrite to unlock the devices in advance. The specially developed Serbian software, called 'NoviSpy', could then covertly take screenshots and copy contacts, which were uploaded to a government-controlled server. Particularly troubling: several activists and journalists noticed that their devices showed signs of malfunction immediately after discussions with Serbian security authorities. The responsible ministries in Serbia have so far refused any comment on the allegations. Although Cellebrite's technology is legally used by police authorities worldwide, the allegations have also caused concern in Israel. If it turns out that Serbian use violates the license agreements, measures could be taken. The Norwegian government, which temporarily suspended the delivery of Cellebrite devices to Serbia as part of an EU integration program, views the allegations in a critical light and expects a review by the United Nations. The question of responsibility remains open, and Amnesty welcomes an independent investigation, while UNOPS commits to enhanced damage control mechanisms.
