EU Parliament Adopts More Environmentally Friendly Construction Standards for Buildings

In a landmark decision, the European Parliament has voted for increased environmental standards in the building sector, aimed at significantly reducing energy consumption and pushing forward the European climate goals. The resolutions adopted by the plenary are part of an ambitious strategy to shape the face of European cities and municipalities in a more sustainable manner by the next decade. Property owners now face regulations that intend to lower the energy consumption of their residential properties by 16 percent by 2030 and by an additional 20 to 22 percent by 2035.
Expectations for commercial real estate are even more heightened: by 2030, at least 16 percent of the most energy-inefficient buildings must undergo energy-saving renovations, and by 2033, this requirement increases to 26 percent. A visionary step is the demand that from 2030 all newly constructed buildings must be emission-free.
These measures respond to the realization that approximately 40 percent of energy consumption and one third of CO2 emissions in the EU are attributable to buildings. However, the final implementation of the plans is still subject to the approval of the EU states, which, as a rule, is considered a mere formality.
The regulation now confirmed by the Parliament builds on previous negotiations in which representatives of the EU states and the European Parliament had fundamentally agreed on the new standards. The starting point of the reform was a proposal by the European Commission to set strict minimum requirements for residential buildings, which called for the renovation of the 15 percent most inefficient buildings in each country.
